Edited my reply with a link to the configuration page (linked from short section in the INSTALL.md instructions).

Hey thank you for such a rich and friendly response 🤗! But I believe there was a slight misunderstanding. I am asking for a way to populate the API database with downloaded planet data so I can perform some testing. Like a basic development setup. I don't want to run on an empty database as it would result in a poor testing/benchmarking experience. I am specifically looking for some script that would do that step for me - like setup development environment script or something. Something that a person working on API would use to simply get started.

This answered my question! Thank you so much! As a suggestion, I think it would be a good idea to include this information in the CONTRIBUTING.md file. I can imagine many new contributors needing it for working on the API.

While it is relevant to those tasks, it is not directly relevant to others and including it loses some overview.
In Configuration section, it may be useful to list the available 'configuration steps', so they are less easily overlooked.
