Create project with OSM Tasking Manager

Create the project for dividing up tasks. This will require an outline of Fayette County

Check LFUCG license compatibility with OSM

Per the import guidelines, imported data need to have a license compatible with OSM's ODbL license.

LFUCG's data is licensed under ODC PDDL which I assume should work it would behoove us to double check.

Contact area contributors

Reach out to OSM area contributors to get their buy in. Perhaps limit to those who have made >250 way/node edits in the last 3 months. That would put as at 20 (minus bots)
