• Make the No button drop a cookie so that we don't ask again
• Make the popup only appear if we don't know a user's consent status - ie, we can't see any of: our own opt-out cookie, a piwik_ignore cookie, or a _pk_id cookie (e.g. _pk_id.19.da65)

Remaining work to make this ready to use

I think it's:

• Implement some smarter consent management so that we remember if visitors have opted in or out of analytics cookies. We could do this ourselves (e.g. drop an "opt-out" cookie - which seems to be a common approach) or use something like https://www.osano.com/cookieconsent/download/ which has an open-source generator. I think just doing this ourselves is easier.
• Clean up my work around the pop-up, maybe even add it to the DS? I've hacked around it with with no respect for decency, or professional web development practice, so it probably needs it.
• Move this work to a 360-owned space so that we can refer to it
• Test it!
