This template needs to have a github validator of some sort to enforce that users have linked their github account.

Otherwise, the UI permits users to create toolchains before authorizing their account with github. This leads to a broken github tile and a pipeline that never finishes creating.

The DRA template uses the custom github validator. This is not appropriate: the custom github validator contains logic that is specific to the Simple/Microservices templates, and fails when run on the DRA template.

To reproduce:

1. Go to the /devops page from the Bluemix console.
2. Click the blue +, then select the Weather Analytics Toolchain.
3. The setup page will load. Watch the Network Log in Developer Tools.
4. You will see a request to /devops/setup/bm-helper/github/custom_validate?service_id=githubpublic that produces a 400 error. This should never have happened.

Fortunately, it does not block the UI.
