Feature: hover UI to replace generic browser title

The hover can display a tag's content via the title element, but we need a UI component that can visually compete with the default Twitter hover and provide a base for features like inline adds and edits.

Key challenge: we're working with inline styling, so it won't be too fancy. No CSS libraries unless we somehow borrow from Twitter's dist.

Basic dev + contribution documentation

Need to flesh out the readme and package.json with startup and testing commands, plus a simple contributing guide

Feature: implement support for chrome.storage API

The pre-release dev code (as of this issue date) uses a simple tags object with the username (including @) as a string key and the tag content as the string value. Once we have user-accessible CRUD for tags, we need to store it in a syncable manner.
