Bad request for NRPS on moodle

Hi,
I'm integrating LTI advantage to my system as a tool provider, and I use moodle to act as consumer to test if my system work as tool, everything works fine, but when I try using NRPS service I always got this error

OAT \ Library \ Lti1p3Core \ Exception \ LtiException (400)
Cannot get context membership: Cannot get access token: Client error: `POST http://moodle.local/mod/lti/token.php` resulted in a `400 Bad Request` response: { "error" : "Cannot handle token prior to 2023-02-07T16:09:29+0700" }

How to fix this error? is it moodle's error or it happen on this library?
