Most of the unit tests written for project requires EmguCV for correct execution.
Current github runners miss some dependencies needed for EmguCV initialization, which leads to failed tests.

Creation of a dockerfile with installation of missed dependencies should resolve this issue and allow to run CI builds

Core components of OccupancySensor.CV library (ICamera, IDenoiser, IDetector) allows to set their settings and apply them.
Camera uses updated settings to create new stream when Start() is invoked, denoiser and detector applies new settings when Reset() is called.

However at this point there are no API to edit settings and reload them.

Implement Two-stage initialization for logger

BackgroundSubtractionFactory currently produces only CNT subtractor. Application should support several other subtractors to accomodate to different scenes
