The boundaries you seek are available as "point-of-view" theme variants.
Natural Earth shows de facto boundaries by default according to who controls the territory, versus de jure. Adjusted to taste which boundaries are shown, hidden, and how they are rendered using the fclass_* properties to create POV worldviews.
Those are only available for boundary lines at the smaller scale in the screenshot you provide, not the country polygons. It's probably a good idea to also add country polygon support at the smaller scale, but in the next release which doesn't have a timeline now.
The 1:10m theme does include prebuilt polygons for the point-of-views today, eg:
from natural-earth-vector.
