You can fix this by putting the chair underneath them and buckling them back into it.

The "victim" shouldn't be immovable unless things have changed since I reported this. Quite the contrary, the "victim" could move and could be moved but no one could grab him or pull him which made it difficult for security to arrest the guy. It was pretty hilarious.

I tested this with braindeads, so I'm not sure if the buckled person can move on their own. You can't push them though.

Okay so apparently you can buckle yourself to a rolling chair and using a extinguisher launch yourself towards another person to do this to yourself.
