Nix + Rustup nondeterministic toolchain

Ran into an issue with Nix using a non-deterministic Rust toolchain. I have the nightly toolchain already installed from outside the Nix shell. Then in the nix shell when I cargo build I get

$ cargo build
...
error: /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.33' not found (required by /home/jimpo/Code/github.com/nspin/keep/target/debug/deps/libzerocopy_derive-3735e5ca2eb20a62.so)
...

where it's using the system libc instead of the nix-provided libc. Turns out that the nix rustup will look for and use the Rust toolchain in my home directory, which is not linked properly to the nix-provided libraries. If I remove the toolchain and let the nix rustup install it then things work, but it still means nix isn't using a deterministic toolchain.
