[FEATURE] Typescript Types about run-script

This repo is a component of the npm cli. Issues are tracked in that repo. Having said that, adding typescript types is not currently something on our roadmap.

In case anyone comes across this later and is equally annoyed at the lack of type definitions you can use this as a stub, ideally I would type out the options param and return value too, but at this point I care about as much as the authors.
