Finish switching the form parser to Nom.

Since transitioning to nom, parse_form has stopped acting properly. Input that previously parsed properly now fails. I probably don't understand nom well enough and just need to check another case in the form_data_parser match.

We currently don't have any tests. Tests likely would have prevented the current issue with form parsing failing. We probably can't write tests for everything (how would tests for the file module work?), but we can at least write tests to ensure that the form module works properly. Some sample data will have to be collected first.

We should submit this to Cargo so that things like Geomys and Cedalion can be pushed as well.
