add function to second arg of `createAction` as a ownself reducer process

(createAction as CreateAction<ActionPayload, State>)('foo', (state, payload) => {
  state.val = payload.val;
});

state is Proxy it made by the immer.

flux.scope(...).addAction(...)

.scope(...) is optional.
