Make it possible to use as a library

Put CLI in separate directory. Test re-using AWS Parameter Store client wrapper from another Go project.

Fails to execute binaries on windows

Hi :-) I built my binary (on OSX) using make windows

However, when trying to run code on our target windows machine thus:

.\confidential.exe --prefix /my/application/env/ --region ap-southeast-2 exec -- irb

I get

2020/02/21 05:00:37 failed to run command: fork/exec \tools\ruby25\bin\irb.cmd: The parameter is incorrect.

Is there some sort of OS level incompatibility we ought to be aware of perhaps?

• Explain what problem this project solves
• Provide systemd example w/ Docker
• How to give EC2 instances permissions to Parameter Store in Cloudformation

Come up with a better project name

Add support for more than 50 parameters at once (pagination)
