Scope out Akka for finite state machine
Might be overkill

There should be 3 modes for running a test swarm cluster
- Fully distributed
- Single JVM
- Multiple VMs
Docker Compose would make the last scenario trivial

Right now, there's just a bunch of Dagger injectors that all point into the various "servers". It would be better if everything were unified (e.g. for #22 ). Each server's state would still need to be separate - not sure what the best solution there is (some sort of context POJO, some thread local, namespaced data).
Use Guava services for timer, server
Embed an admin web server
With enable/disable flag
