I think it is useless to have neobot notification on IRC when the comment is about neobot archiving the PR.

There are a few instances of using hWaitForInput on an input stream that may throw an exception. Two known examples are:

• end-of-file: E.g. when there is a netsplit due to which the connection to the server ends up being closed.
• decoding error: When the input stream is not a proper UTF-8 stream, due to which a fallback text decoder needs to be used.
• GitHub-Hookshot/XXXXXXX, neobot-exe: <socket: 10>: hWaitForInput: resource vanished (Connection reset by peer)

Title says it all.

Apparently, neobot doesn't report closings of PRs to IRC.

When reporting GitHub comments to IRC, empty lines in the beginning of the comment or quotes (starting with '>') should be stripped from neobot's IRC message.
