Driver not retained when migrating from Windows 11 22000 to 22449 and likely all build upgrades about bthps3

Last week's Dev build killed it again; it appears the migration system causes the driver to get uninstalled. Perhaps something to do with the method used to install it?

I'm doing nothing special that hasn't been done for like 20+ years now and I am tired running after things Microsoft breaks 🙂

I've been encountering this issue on the fast insider ring, and any software update pushed via Windows Update (not just new Win11 build numbers) seems to trigger this issue on my Win11 install.
But I've noticed in the past week or two, it has started to take the problem one step further, and now it happens whenever a UWP package updates. (they have been pushing Xbox\Gamebar\Live package updates A LOT lately...)
Easily fixed by forcing re installation of drivers repeatedly and rebooting once or twice. I have a sneaking suspicion it has something to do with Intel bundling it's chipset drivers in UWP packages, but I base this belief purely on intuition and the verbose Windows logs indicating the driver breaks shortly after Windows' package:key noSQL db gets refreshed.
