Add Basic Page

I think now would be a good time to get started working on at least a working title page :)

Briefing

I have done a little briefing in a Wiki Zone but i am sure that you have more ideas. For this is this Issue, to do a complete briefing. We can do a Brainstorming, right?

Apart from what has already been written, I would add new functions like

• that the registered users can add new projects to the list
• can see who is working in the different projects
• A rating system for the projects.
• How many developers does a project need info (1/4, 2/5, etc)

Skeleton HTML To Start With

Hey @nebrelbug, can you, uhm, push a skeleton html/css code to start with so we can all pull that in and get started working. I have lots of free time on my hand now and I feel I should spend it working on this.

Including short descriptions from original file

I feel the original file from MunGell does well in including short descriptions about the project there itself in the file. I think this feature should be retained on the website being designed.
