fcm keyword fcm:um.xm undefined when building um

Hello, I tried to build um from https://github.com/nci/spack-repo/tree/main/packages/um and encountered the flowwing error.

Where should the fcm keyword fcm:um.xm be defined? Should it be in /g/data/tm70/pcl851/src/ACCESS-NRI/release/linux-rocky8-x86_64/intel-19.0.5.281/fcm-2021.05.0-i4kamrjix5ggowbmvz26e6a7shh7xxqv/etc/fcm/keywords.cfg?
