Rate limiting options

In some cases, rate limiting log output isn't terribly helpful. It would be nice to be able to configure that option, even temporarily, to make it less sensitive, or even disable it entirely, while doing intensive debugging.

It also appears to apply to all files being watched, not individually. This seems undesired as well.

Stops streaming logs when runit rotates `current`

Narc seems to be incompatible with the way runit rotates the current log when it gets full (976k) and thus stops logging completely, restarting runit will resume logging until the log gets rotated again.
