Key Error from snowflake parser on attempting to create a message

It appears that when discord attempts to create a message, the snowflake parser runs into an error as it is unable to find the webhook_id key that discord is expecting.

The relevant line discord.py is yelling about appears to be here. Which is odd since it is supposed to be optional:
self.webhook_id: Optional[int] = utils._get_as_snowflake(data, 'webhook_id')
