[bug] 'Update' functionality in Rules tab is broken about scanjs

Changed the title: "Update" works if you're modifying a rule. Creating new ones doesn't.

This could be tackled by initializing the editing to variable in rules.js to $scope.rules.length, so that it automatically expands the the array.

Example:

array = ['a',' b'];
array[2] = 'c'
// array is now ['a', 'b', 'c']
