Because:

• It’s not obvious at first why it’s needed, and it can help integrators reviewing the code.
• In particular, since this contract’s code is meant to be reused by overriding some functions, document that mint/burn should not be made public.
• If hasPermission is overriden without having zero address authorized then the token is essentially useless.

For example, DAI -> kycDAI?

It would require to adapt price feeds for USDC for example I think
