My current thinking along these lines
- multiple small components and microservices
- layered on github/lab etc
- one component could be a user-friendly form that submits a ticket behind the scenes
- various agents monitor trackers and take actions
- e.g. template-aware agent sees templated terms, claims them, performs the git commit etc

For Phenote and Noctua there is a slightly different workflow as we can leverage existing axioms.
