Should we keep entries already computed in the database for our algorithm of inference, or can entries be deleted in the wikipast, so that doing this state save would be wrong ?

We need to have some basic pages to test the bot. For this step, the person involved will need to know how parser and page writer steps work.
The grand-father example could be a great idea to begin with.

We need to have documentation for the code since the first lines of code, as we will need to make a report in the end.

Create an inference motor, which from rules and facts creates conclusions.

The simple implementation should provide a bot that can crawl from page to page and keep track of the page it has already visited.
For the moment the bot perform no actions on the visited page but later it will run the scraping algorithm and pass the data to the inference engine.
