I can't reproduce this issue in my side with the latest vcpkg and VS2022 17.9.6.
I think you could use the newer Visual Studio, such as VS2019 or VS2022.

Yes, I found the problem, it can work when I use VS2022, so I wonder if it doesn't support vs2017？
