Update website and add help page
Old website is still running from agreements v0.0 code, and doesn't reflect any changes made in v0.1 or the current v0.2, so I will add it back into the repo and update it. A help page will also be added to introduce new users to TSC, this link will be tweeted at them when they first interact with TSC.
executed_on field in contracts uses imprecise integers
execution ids stored in the executed_on array in the contract table need to be stored as string (not integers) to preserve precision
main branch supports executions in api, but not in database
needs to be pulled in from reputation branch
