Update all Docker containers to Java 9.

Currently an external shutdown of the Dockerized microservices (via docker stop ) does not send a proper stop message to the appropriate Jetty port (instead the program is simply killed).

Need to detect container shutdown and forward proper shutdown message,

Currently, we download the JDK for our Docker cedar-java image from an Oracle-supplied link, e.g.,

 http://download.oracle.com/otn-pub/java/jdk/10.0.2+13/19aef61b38124481863b1413dce1855f/jdk-10.0.2_linux-x64_bin.rpm

However, these links seem to break when there is a new Java release. We need to determine a robust mechanism to get the JDK.

Relevant for cedar-java and cedar-keycloak images.

The release process for some client repos (e.g., cedar-archetype-exporter) does not always set the release version properly.

Some network environments may restrict port usage, which can affect key verification with key servers. Update Mongo Docker image construction to ensure port 80 is used, e.g.,

hkp://ha.pool.sks-keyservers.net:80

Have separate Docker compose files for Nexus and non Nexus builds.

Add lines from deploy README to a source-controlled file and also have a non Docker configuration.

Make 5 different deploy configurations work.

See if it possible to have a base frontend image with external Javascript libraries.
