Samples are biased

In generating samples, makedots.py does:

for i in range(pop):
  while True:
    samplepoint = make_ogr_point( uniform(ll,rr), uniform(bb,tt) )
    if geom.Intersects( samplepoint ):
      break
  x, y = merc.LatLonToMeters( samplepoint.GetY(), samplepoint.GetX() )

This samples uniformly in lat-lng space, but that's not actually quite uniform over the surface of the globe since that's a sphere. I think it's too minor to be worth fixing, but it was still bugging me.

Problems cding into ../data?

I was able to follow the steps in the readme without any problem, so good job writing clear instructions!

A friend of mine is running into a weird error though (on a windows machine). Even though he's using the vagrant/virtualbox vm, he gets this error during makecsv.sh:

He's able to cd manually, but for some reason it's not working in the bash script. Any ideas about this?
