consider removing Draccus

Medium2 now streams through Kinesis to a lambda to a firehose to S3. Once this system is in production and proven to be reliable and the streaming deduper is in place, Draccus can be removed (as well as the SQS queue Medium2 writes to).

Cross Region S3/SQS issues

By having a single region configuration option we are forcing the aws sdk to only act on resources in that specified region. So, for example, you couldn't have an SQS queue in us-west-2 and drain it to S3 in us-east-1. Essentially the aws sdk uses internal logic to determine API endpoints based on region.
