Release new go-azuredevops version

At your earliest convenience, could we tag master with the latest version?

Handle invalid time format

We need to handle the same issue discussed in microsoft/azure-devops-go-api#17. Given that this library has a limited user base and scope at this time, I think we should address it with the same solution.

Add support for pull request statuses

Support the pull request statuses API to address runatlantis/atlantis#880.

Support for git diff parameters

Could you please add support for the supported parameters of the Get Git Diff API? Reference: Azure Devops docs.

Meaning, I would like to be able to pass parameters like $top, $skip, etc.

Without this, when opening a PR with more than 100 changes, ADO will only send the first 100 as it seems them.
Atlantis code needs to support this as well, but this is the right start I guess.
