Do not spawn rrdtool at every redraw

Currently, we just exec rrdtool binary to render graphs. This is not ideal solution.
It would be greate to use https://github.com/commx/python-rrdtool or something else to interact with librrdtool directly from python process.

Fix image request for nonexisting graphs

When requesting /collectd_rest/graphs/42.svg (when 42 doesn't exists) 500 is returned. At the same time it should be 404 as in case of /collectd_rest/graphs/42.
