How to get the current date-time?

My assignment is written as below:

Create RESTful API with swagger

1. Development Symfony based application with RESTful API, Swagger documentation to demonstrate the API, one service to get the current date-time.

2. RESTful service that sends the current date time from the browser-client to the server and logs it to the PSR-3 logger.

How can I using this repository to get done with number 1 and 2 ?

Use either Swagger or RAML API specification format

Issues with doctrine and mysql 5.7

Unit tests fail for movies-api because of doctrine/orm#5622

Get up project

Could you please understand me how to run project in local, maybe something manual gide, because I try standard steps, like executing composer install in each place where found composer.lock. Then in
execute in /apps/movies-api-client$ command php app/console check-api-client and got exception about connection to server

 cURL error 7: Failed to connect to 127.0.0.1 port 8000: Connection refused (see http://curl.haxx.se/libcurl/c/libcurl-errors.html)  

Could you please some manual please
