[ENHANCEMENT] Implement the device handlers

Overview

We need the device handlers to handle MAO-WFS. So I request the feature to operate devices.

Purpose

It is necessary for MAO-WFS to operate the correlator and the FG in synchronization.

For switching configurations, I suggest to manage configurations with environment variables.

We need to switch configurations in production and test mode.
If we manage configurations on a file basis, It is complicated to switch.
So, we should manage them with environment variables.
