manifest.xml for wip/redis doesn't interpolate values on build

This is an issue with a production pkgsrc package: the SMF manifest that redis installs doesn't work out of the box. the problem is in this XML stanza:

    <method_context working_directory="@SMF_HOME@">
      <method_credential user="@SMF_USER@" group="@SMF_GROUP@" />

...which, strangely, comes out as:

    <method_context working_directory=''>
      <method_credential group='root' user='root'/>

Hand-correcting it to this:

    <method_context working_directory='/var/db/redis'>
      <method_credential group='redis' user='redis'/>

...gets things working enough on one machine.

I tried to get this working on my own pk build setup, but I don't understand the pk/meta overlay "magic" well enough to kick it into working.
