move .idea folder into a subfolder

for pycharm, it would be best if the directory where .idea/ lives is a subfolder checked into git

The reason is, pycharm attempts to keep renaming 'simple-rams-deploy' in the project (the root dir) to whatever it's called (I typically keep a few copies of this around called like 'magstock-deploy', 'prime-deploy', 'labs-deploy', etc, so each one it wants to change the names up)

Install tox on our dev vagrant setup

No idea where this needs to go, but sometime after puppet installs python and pip, it would be nice if we could also install tox (ideally just for our dev setups, but there would be no harm in installing it on production):

pip install tox

Running our unit tests via tox is super easy, and helps streamline the test writing process.

vagrant deploy is broken

doing a new deploy for the first time in a while, saw this go by while doing a new magstock apply:
