Create credentials APIs

credentials are used by magda-auth-internal for local authentication.

At this moment, there are no APIs available for credentials-related operations.

There is a script provided offered by this repo to create new credentials for users. But it would be more convenient to offer a set of APIs.

The set of APIs will be available via magda gateway via URL:
https://[your magda domain]/auth/login/plugin/internal/apis/credentials/*

When adding the magda-auth-internal plugin, you also need to add:

tags:
magda-auth-internal: true

into the values.yaml file for it to deploy it.

I try to create a user following the instructions here: https://github.com/magda-io/magda/blob/main/docs/docs/how-to-create-local-users.md

However, after I port forward the Magda database to local and then try to create a new user like this:
yarn set-user-password -u [email protected] -p "test" -a
I receive the following error:

yarn run v1.22.19
$ ./utils/set-user-password.js -u [email protected] -p test -a
Failed to reset user password: error: password authentication failed for user "postgres"
error Command failed with exit code 1.

Can you please point me to the right direction?
What could possibly be the mistake?
