Manual Debian packaging is like a nightmare and I don't even know all the steps. These pages even don't exist anymore. They won't accept .deb files that are not properly made but still just works.
Ubuntu packagers used to package paid and proprietary apps for free (that is why I hod to submit this as proprietary and in last revision provided the link to source in the description) but now they are asking us to package.

Ok, I will try this. http://askubuntu.com/questions/90764/how-do-i-create-a-deb-package-for-a-single-python-script
I also found this. https://ghantoos.org/2008/10/19/creating-a-deb-package-from-a-python-setuppy/
These seems to be easier than what I previously tried.

Done. https://launchpad.net/~apandada1/+archive/ubuntu/brightness-controller
I have submitted it to software center.
In the last year, only trusty and precise users could download it.

This should be closed this as Ubuntu Software Centre has been replaced by GNOME Software centre which does not support Proprietary and paid apps.
