Does catkin_virtualenv have to be "installed" and if so, how? about catkin_virtualenv

You would install catkin_virtualenv the same way you do any other ROS package - apt-get install ros-melodic-catkin-virtualenv being one way.

I am running ROS in windows so I assumed the installation command would be choco install ros-noetic-catkin-virtualenv but I got the following error:
