Writing edits to text data is broken, need to re-implement in a general way.

Switching it to ascii seems to have fixed it, though I'm not sure if there are any implications there

Some kanji are missing, I didn't want to spend too much time on each one so I skipped it if I couldn't get it quickly, or if I was not confident.
Go to the 'kanji' folder and go through the missing ones (in the excel file as '?')

The games use a different character map, compared to the JPN/USA games.
Need to fix.

No idea how to handle the dual languages that the French & German, and Italian & Spanish games have...

Not sure how many 'areas' there are, but each block of encounters is 0x14 long, a max of 10 enemies for each area.
