Help with addr first operation (addr = num_lzd <<2)

Hi! I'm working on my final project to finish my career and I'm working with your gng program. I wanted to ask you if you could please tell me why you made this operations:

addr = num_lzd << 2;
if (n & 2ULL)
addr += 2;
if (n & 4ULL)
++addr;

because from my understanding, when n&4, it should be addr +=4. Or, it should be:
addr = num_lzd << 2;
if (n & 2ULL)
addr ++;
if (n & 4ULL)
addr +=2;

Please if you could answer me this, I would really appreciate your help. Thanks a lot
