okada fault model compilation

Add option to compile components into faults. Organise by strike and dip within tolerance eg 0.1 degree.
Then for each segment look for a next along strike and next down dip. Match two endpoints with configurable vertical and horizontal tolerance (eg 10m, 200m). Then number as joined faults.

Command line option to summarize model without doing calcs. For each compiled component include horizontal and vertical count and worst vertical/horizontal match (useful for assessing if using correct projection).

build_grids not updated for creating shift grid

build_grids.py has been update to use .patch file. However this should be extended for calculating a shift grid also, as the model can determine which release versions include reverse patch shifts based on the .patch files.

okada parameterisation

Next time I need to set up a fault parameterisation type in calc_okada make it generic. Define in terms of

strike=n-e, e-n, etc (0 and 90 degree directions)
dip=up/down/behind-up/behind-down standing on strike line facing to the right
reference_point = left/centre/right-near/middle/far/outcrop standing on strike looking in direction of dip
rake=thrust-rl ... thrust = coming towards as standing on fault line, ds=away, rl=other side moving right, ll..
defines movement corresponding to rake 0 and 90 degrees.

set up table of parameters, values, status, and useful numbers. Status 1=default, 2=model file, 3=command line. Take highest one, complain if two match. Can be entered as "strike=n-e", or just "n-e".
