There is a reference to a variable resource_group_names, but the documentation only suggests to define only resource_group_name.

resource_group_name = "${var.resource_group_names["networking"]}".

To fix the error, I defined the variable resource_group_names as
variable "resource_group_names" {
description = "(Required) Name of the resource group to deploy the virtual network components"
}

then terraform plan command fails with the following error:

Error: variable resource_group_names should be type string, got list
