You still need to specify the alias, and description, on the class itself when using the AsCommand attribute.

The AsCommand compliments the existing properties - it does not replace them.

<?php

namespace App\Console\Commands;

use Illuminate\Console\Command;
use Symfony\Component\Console\Attribute\AsCommand;

#[AsCommand(
    name: 'app:test-command',
    description: 'Command description',
    aliases: ['app:test-command-alias'],
)]
class TestCommand extends Command
{
    /**
     * The name and signature of the console command.
     *
     * @var string
     */
    protected $signature = 'app:test-command';

+    /**
+ * The console command description.
+     *
+     * @var string
+     */
+    protected $description = 'Command description';
+
+    /**
+ * The console command name aliases.
+     *
+     * @var array
+     */
+    protected $aliases = [
+        'app:test-command-alias',
+    ];
+

    /**
     * Execute the console command.
     */
    public function handle()
    {
        //
    }
}

Interesting, adding this fixes the error:

    protected $aliases = ['app:test-command-alias'];

Seems it is a conflict with Command::$signature: if it used, you need to use Command::$aliases, if not - you can use AsCommand with aliases. Not sure how to fix it, also not sure that it should be fixed. So will close the issue.
