Scrolling tools too fast frequently causes users to select the wrong tool

This is a severe issue that can negatively affect gameplay.

Tools can get stuck if closing tools while scrolling (In v1.1)

This is more prominent on connections with high latency. Easy replication:

1. Start/join a server with add-on installed
2. Open tools
3. Enter this in console: scrollTools(-1); useTools(1);
   Note that the player is still holding a tool while the tool box is closed. This does not occur on a server without the add-on installed.
