Integration to send counters based on alerts triggered for a service/node
Currently we only watch services/nodes that exist at process startup, a top level watch is needed to spawn new watches when new services/nodes appear.
Add a "datacenter" field at top level in the config for explicitly setting the datacenter to refer to in alerts, instead of just using the one from Consul.
We should alert to handlers (could specify handlers with an internal_handlers
config field) in cases where Consul itself becomes unavailable/leaderless while we're in the middle of trying to alert.
Watches should be stopped when the service/node they're watching gets removed
This can be done with webhooks now, which should make it a lot easier to implement
Add an integration test than runs a real consul agent and ensures at least basic alerting functionality works with it.
Need the following handlers for bare minimum functionality on integrating with 3rd party services:
Service config blocks should be able to specify a list of services they depend on in order to filter alerts. If a service's upstream dependency is alerting, we can avoid alerting on the service itself (or do so with a lower urgency).
consul-alerting should be able to listen for custom alerts in json format over TCP, so that alerts not tied to Consul checks can take advantage of the handlers.
