Unicode characters cause error in published notebooks about kooplex-hub

I tried the same notebook with accents removed, but now the conversion fails with error:
Error Dashboard_server matching query does not exist.

Another problem: though, I set the permission to "internal", the project1 [20170716_122031] - icsabai - project1.html report is listed both on my private and on public reports list. At opening both give the Unicode error, as mentioned above.

Do we need t encode the file first into utf-8 and then nbconvert?

the exception was raised by the native file read. It is replaced now by the codecs module's file read. Should be fine now. Please check and close.

Ok, now the published notebook renders with notebook with accents.
But now I cannot publish new notebooks, I get : 'Error: Dashboard_server matching query does not exist.`
