Note this issue does not seem to be on windows 10
I build and ran the provided code from stack overflow with msvc 2015 and 2017 and did not get hung
from kwiver.

Per #407, the problem seems to be that std::condition_variable::notify_all(), which is not supposed to have failure conditions (besides the object being invalid), goes out to lunch. I don't think this is exactly the same issue as mention in the SO thread, although reading that makes me wonder if threading primitives are entirely unusable in static destructors. (Possibly prior to Windows 10.)
