Encoded file paths do not work about ro-crate-java

To fix this, we ultimately need to do:

• decode URLs when we need them in decoded form. Example: for URL validation (or consider encoded URLs in validation) #9
• encode URLs when creating/exporting a crate
• Write tests to see if importing both, encoded and non-encoded urls work #9
• Write tests to make sure that URLs get encoded (and decoding results in the same url), but other IDs stay the same

I think we do not need to:

• in precaution decode all URLs in beforehand
