flag issue

I use for all of my icons flag 15 none of them work anyone can select them its same with different flags.
also if someone loses his access icon remains it should be removed soon as the person doesn't have a flag anymore.

Currently, when the player enters the server for the first time, his icon is blank。
How to automatically add the icon to players according to their flag, or set the default icon of the "-1" flag(none)、or "20"flag (admin),
no need manually input !icons to set.
